How a public record becomes a lead you can act on.

Sources

Harbilo publishes records from public authorities: building departments, federal registries, regulators and award databases. Each dataset page names its issuing authority and update cadence. Harbilo is not the primary source; verify with the issuing authority for legal purposes.

Normalization

Records are standardized into one model: a business event (a permit, a registration, an award, an ownership change) with a date, a place, an amount where one exists, and the source record it came from. Original identifiers are kept so every fact can be traced back.

Matching records to companies

A record is linked to a company only on hard evidence: registration numbers, government identifiers, addresses and web domains. Similar names alone never merge two companies. Low-confidence matches stay unlinked, which is why some records show “Not linked to a company”.

Contacts

Professional contact details carry a label: observed in a source, inferred from the company's email pattern, or verified with the mail server. They are shown only to signed-in users and are removed on request.

Publishing thresholds

A dataset page is published for search only when it has at least 50 records in the past 12 months, at least 10 distinct companies or localities, and a record from the past 45 days. Company pages need a non-personal business name, at least two facts beyond name and address, and a dated record in the past 36 months.
